I have observed this kind of thing a few times and have no idea what it may be. There are usually several surges of energy, fairly evenly-spaced. The even spacing is what got my attention.
FWIW - there were no aircraft in the area and the wind velocity was near zero. A very quiet morning. You can see some faint traces of wind turbine noise (near 4 and 7 Hz).
