Quake in an unexpected location

I recently noticed a 1.9 magnitude quake that was 3km down. It was in the middle of a valley that isn’t expected to have a fault. Though I will admit that it happened in between 2 active faults that tend to have a deeper depth and run through the mountains.

I did not expect this shallow earthquake in this area. It was a little surprising. My area is going though a drought. Could such an earthquake be happening because the water pressure changed due to the drought? Could this be a long hidden fault that hasn’t been active before?

I’m wondering if other people have thoughts on why there may be an earthquake in an unexpected place.
