I tried to do an in place upgrade from stretch to buster. Now the web server does not run. My shake is not easy to get to, so I’d like to fix in place. I can ssh to the host fine. Is there an easy way to reinstall form the command line?

our recommendation has always been to not upgrade the OS, there really is no need, and we warn against doing it for exactly this reason. please see the discussion of this here.
the only fix available to you is to re-burn the SD card with the latest Shake-OS image available (which is buster, btw), to replace the SD card that is now, essentially, bricked.
