From the analysis the server team has provided me, it appears this issue is temporary and fluctuating. While we continue fixing it, the best approach is to try again after a bit of time has passed, whether you are accessing data via SWARM or our direct FDSNWS service.
We’ll publish another update when a more permanent fix has been deployed.
